Blueprint for Integrated Redesign of Urban Blocks for Energy-Efficient & Sustainable Communities
What if renovating a housing block meant redesigning the entire urban system around it? FAVORIT+ uses the Favorit area of Drumul Taberei as a living laboratory to connect bio-based renovation, renewable energy, digital intelligence and community governance into a new model for the regeneration of large housing estates.
FAVORIT+ responds to a challenge shared by Bucharest and many European cities: ageing socialist-era large housing estates whose buildings, public spaces, energy systems and community structures have developed separately. Around 70% of Bucharest’s socialist-era Urban Blocks have not been renovated in more than 50 years, while more than 7,000 multifamily buildings across the city still require renovation. Using the Favorit area of Drumul Taberei as a living laboratory, the project tests an integrated regeneration model that connects buildings, public space, energy infrastructure, data and community governance. The pilot building, Bloc F6 on Strada Țincani nr. 1, will combine hemp-based insulation with green and biosolar solutions, while renewable energy, storage and microgrid approaches are explored at Urban Block level. FAVORIT+ also develops metropolitan value chains for bio-based renovation, linking locally available resources such as hemp, miscanthus, straw and biomass by-products with Bucharest’s large-scale renovation demand. By connecting material availability, production potential and renovation needs, the project explores how lower-carbon renovation can also create new economic opportunities across the metropolitan area. Digital tools and community participation support this integrated approach through real-time monitoring, a Community Energy Management System, Digital Twin tools, co-design and new energy-community models. With targets including more than 60% reduction in energy demand for the renovated pilot building and five energy communities, FAVORIT+ aims to turn lessons from Favorit into knowledge and solutions that can support the wider regeneration of Bucharest’s large housing estates and be adapted in other European cities. The pilot therefore brings these layers together within a single regeneration framework. BUILDINGS — Reducing energy demand — Bio-based insulation, green roofs and biosolar solutions improve the performance of multifamily housing. ENERGY & PUBLIC SPACE — Producing local energy — PV, storage and microgrid solutions connect buildings and public space within a more resilient local energy system. DATA — Supporting better decisions — Monitoring, energy management and Digital Twin tools help optimise performance and test future scenarios. COMMUNITY — Co-managing transformation — Residents and Owners’ Associations contribute through co-design, energy communities and new governance models. METROPOLITAN VALUE CHAINS — Connecting renovation demand with local resources Bio-based renovation links Bucharest’s housing needs with locally available biomass, circular resources and potential production chains across the metropolitan area. CITY — Scaling the model — Lessons from Favorit feed into tools and strategies for the wider regeneration of Bucharest’s large housing estates.
