Integrated Development Strategy for Oltenia de sub Munte (“Gentle Transformation” – achieved through collaboration and an integrated approach)
Gentle Transformation is the core concept underpinning the Integrated Development Strategy for the Oltenia de sub Munte (OdsM) region. The concept was formulated and refined through the participatory strategy development process, as a direct response to concerns expressed by local stakeholders. The proposed Strategy builds on the comprehensive Integrated Territorial Analysis of the Oltenia de sub Munte Aspiring UNESCO Geopark and its Area of Influence and seeks to harness economic opportunities while placing the well-being of local communities and the protection of the area’s natural and cultural heritage at its core. The proposed Gentle Transformation responds to a context in which OdsM simultaneously faces significant structural challenges—including demographic decline, youth outmigration, limited access to public services, administrative fragmentation, and major socio-economic disparities—while also experiencing growing territorial attractiveness from a tourism perspective, driven by the exceptional value of its natural and cultural heritage. This dynamic creates both opportunities and risks: development that exceeds or fails to reflect the territory’s carrying capacity, increasing pressure on natural and cultural landscapes, the erosion of local identity, and the emergence of rural gentrification—a phenomenon that may further exacerbate existing socio-economic disparities.
Oltenia de sub Munte is a strategic initiative for integrated territorial development, focused on a region in Vâlcea County, centred around the UNESCO aspiring Oltenia de sub Munte Geopark. The project responds to a context marked by depopulation, demographic ageing, unequal access to services, and the insufficiently coordinated valorisation of natural and cultural resources, in an area with remarkable potential for sustainable tourism, heritage, and local economic development. The main objective of ODSM is to define a shared long-term development framework based on the principle of “gentle transformation”, placing emphasis on landscape protection, the enhancement of local identity, and the improvement of quality of life for local communities. The process included an integrated territorial analysis, a participatory co-creation process involving local stakeholders, and the development of a strategy with a 2040 horizon. These were supported by five participatory workshops, three major strategic themes, a shared vision, a roadmap, a project portfolio, and an implementation monitoring framework.
